Since the field has to be rebuilt in a new location due to flooding, a fence is urgently needed.
The fence protects the new field from wild animals that would destroy the growth and harvest of the plants. Although this fact is obvious, many villages are unable to build a fence.

And wooden slats alone definitely won't deter elephants and other wild animals...
